Here something that might help us out a little Popgun. 

Why not have the team that has the bye week do the reffing.  This way the can get an idea of what is going on and kinda see how things goes.  Its not hard, The only tools they would nee are a couple for comm commands,

Pilots Ready,
Start Engines,
Scamble Scramble
Round over Crash now

and made a couple of others. 

I think this way every one keep invovled.  Put a reff of each base if you want to.

Just a thought, It might let the guys playing the game be more into it and not have to keep up with scoring.
